UK Man Jailed for Orchestrating Child Abuse in the Philippines

Howlett's insidious network of abuse came to light through a meticulous international investigation led by the UK's National Crime Agency (NCA), in close collaboration with Danish authorities and the National Bureau of Investigation (NBI) in the Philippines.

Investigators found that between 2015 and 2021, Howlett made over £55,000 in payments to individuals in the Philippines. These weren't charitable donations as he later tried to claim; they were payments made to coerce and incentivize the sexual abuse of children, often by their own family members. In exchange, Howlett demanded a constant stream of child sexual abuse material – over 14,000 images and videos were found on his devices, nearly a thousand of which were of the most severe category.

Disturbingly, Howlett was not merely a passive recipient of these images. He was an active director, instructing individuals, including a mother, to abuse her own children, and then demanding photographic and video evidence of the acts. One child, tragically, endured continuous abuse for six years, generating over 1,200 images for Howlett's gratification. His communications also revealed him actively seeking out specific types of abuse and sharing materials with other perpetrators, further illustrating his deep immersion in this dark underworld.


Justice Across Borders

Despite initial denials and attempts to portray himself as an unwitting recipient of unsolicited materials, the overwhelming evidence meticulously gathered by the NCA and Crown Prosecution Service (CPS) led Howlett to plead guilty to all remaining charges during his trial in January 2025. His financial records, phone communications, and the sheer volume of illicit imagery painted an undeniable picture of his culpability.

The collaborative efforts between UK and Philippine authorities were crucial not only in securing Howlett's conviction but, more importantly, in safeguarding the young victims. All 19 identified children have now been removed from harm in the Philippines, a testament to the dedication of law enforcement across continents.
